Massive distrust between Union and management. Management puts non-union employees in charge of managing union employees. Since the union employees did not follow orders from management or anyone else, this was a good way for middle management to shift blame away from themselves and to their non-union subordinates. Pay was terrible and your expected to do the same job as someone making twice as much. When trying to organize projects, no one had any idea of what paperwork needed to be filled out or who's responsibility it was to do what. This lead to a lot of finger pointing. The buck never stopped with anyone.
