Treatment plants are allowed to deteriorate.with no regard for preventative maintenance. Hiring of unqualified engineers, managers, with no experience in water engineering. Operators have bad attitudes and many need to be let go. Management has not adequately invested in the water and wastewater systems for years and thus a water system that is rated 1/5 poorest rating possible.
