Manager driven and manager has more power. All are depends on your manager. You should say 'yes' for what ever manager says otherwise manager says company doors is open for you . HR can't take any decision and they needs to depend / obey with the CTO. Manager has full control on Appraisal system, new hiring and policies. HR is mere spectator. They are happy to screw the employee career.
