Pros
Due to the high turnover with shop employees it allows you to find and fill positions that wouldn't normally be fillable so quickly; It allowed me to become a team lead in six months.
Cons
Be prepared to lose funding/engineers/qualified technicians/management support. If the program works, then management will trim away support until the program is practically failing.
