Pros
It is large. There are opportunities to have impact (albeit not through the normal channels) due to competence, leadership and process gaps. There are a few highly competent technologists and supervisors.
Cons
It is large. I.T. technologist competence is very uneven. Perhaps due to it being ill-defined and inconsistently managed. Performance evaluations can be too much of a popularity context with the individual supervisor and I.T. managers in general. I.T. management are generally former technologists with poor supervisory skills. Excellent I.T. managers are uncommon there. The CIO is padding the org chart with positions to take the fall when things go badly. Upper I.T. management appears to be more of a Survival game than rational leadership. They cannot seem to manage a large project successfully. They have thrown plenty of good money after bad.
