Way understaffed. They have fallen into the economic bubble of many companies in that you have one person working on multiple projects at the same time and each of those PM's getting upset with the amount of time dedicated to "their" project. There are a significant number of middle managers, this number should be cut drastically. Most I ever dealt with would too often reject anything that contradicts with their own agenda.
