Pay is arbitrary (at least when I started). For example, when I started (14 years ago), there was no set amount of pay for a particular position/experience/education level. A few years ago, I discovered that another person who has the same job title is paid $10,000 more than I am and s/he has 5 fewer years of service and a lower degree level. With the restructuring, they may have fixed the wage disparities for new hires, however no two existing employees make a standard amount.
