Many engineers and leads in the Defense area have homesteaded and created a false sense of competency by hiding behind the "CLASSIFIED" caveat. Most of the VPs are truly trying to lead by example but have fallen prey to the idea that they put individuals in charge of programs and projects merely because they know the person rather than ferreting out the most qualified to lead. Management continually takes the best workers away from successful programs to remedy the bad decisions in programs that are either falling behind or there is a huge lack of forward progress.
