BWSC invests in their people and makes them a priority. Due to a lower workload, a downsize had to occur. When a reduction in force happens you let go of some people that needed to go before the reduction or you let go of some valued employees that just didn't have a heavy enough workload (for a while without a change in outlook on the horizon). Either way, I believe BWSC uses any layoff as a last resort.
