Hiring team will hire as many as possible then pick people on their biases and not on performance to move forward after week 1. They will use the end of week 1 script test as an excuse to fire whomever they chose and not on ability. They put up very little capital because they pay $15/hr during training. This is their way of weeding people out based on their biases at minimal cost. This is the hidden agenda.
