Pros
Worked for C@O, tried to elevate my career by applying to another position to just be in CPI, not C@O (C@O is more client/customer facing than all other positions). I knew I was well qualified for this, since I did not get an immediate rejection email like other positions. However, the C@O positions are so annoyingly tough to fill that once you are there, you're stuck. I never got a chance for just an interview for them to say they tried, instead I got a quick $2.44 hourly raise as hush money.
Cons
Let people grow within if they're seriously trying. I was informed on my very first day joining CAO that tech support was the toughest spot to fill. If that is so, it shouldn't be an issue making that position one of the highest paying ones. It would probably be a lot easier to fill then.
