There is no staff turnover and because of that also career prospects are extremely slow, and salaries are low. The opportunities vary from department to department based on the size of the department and the money allocated to it. This means very little or non job opportunities for some departments. Because of this also computers and other equipment are very old and need replacement, the offices are not clean, without windows, and with no space at all for objects.
