Pros
If you are lucky one may get a good talented team. Some recruiters are actually very nice.
Cons
Sales and business development talent is dismal. Essentially when it acquired number of smaller consulting units years ago to call themselves CIBER the recruiters from acquired companies named themselves client partners and business development managers... and so you can expect what happened from there on. Biggest issue has been grossly ineffective and vision less executive. Mid level management runs with small groups essentially protecting each other... can not get out of their own way! Real talent gets frustrated and leaves.
