Job security. Very difficult to fire employees.

Cons

A lot of higher management staff members were hired because of their close relationship and chemistry with the bosses, instead of qualifications and experience. It is very hard for staff with strong technical background but weak politicking skills to advance, or even to perform job duties because the politician supervisors with little professional experience tend to burden staff with useless work load instead of helping with the work. Typical government!?
