Pros
There were great people and interesting projects in the early years. Some projects made a real difference for customers.
Cons
There has been a gradual downturn. Things got far worse after the Congressional ties went away and they found it difficult to compete. It was grim when they jettisoned or forced out many senior staff. Project stovepipes and zero indirect funding always ensured a lack of communication between projects. CTC as an enterprise didn't exist other than as a few buildings and as a name on a paycheck.
