Because of the lack of top down knowledge the role of management is to keep knowledge to themselves to keep control over resources and people. Also, the HR system allows managers to hire anyone even after you and others that interview someone advise against the person. This results in a lot of good looking employees in different departments but not necessarily the best for the job.
