The place is poorly managed. It is very bureaucratic because it is quasi-government. The place is very political. Favoritism, gender bias and racism are rampant and known to management. Ironically, because of massive theft by management in the past, there is a lot of talk about ethics. Hilariously management has imposed workshops on ethics on the rank and file--who weren't the ones who embezzled millions from the organization.
