Finances controlled by State government. There is no longer any pension system, per se. No accountibility. Must have a PhD to be a Project Manager. Have to be a Project Manager to submit grant proposals. You're responsible for your research funding & the funding of any support staff needed. This all excludes upper management, HR personnel, IT staff, they're all hard funded.
