Decades old and outdated technology, and the modern programs it does use are shoehorned to fit with the old ways, severely stunting their efficacy. Executives have old, fixed mindsets and are unwilling - or unable - to change. Terrible relationships between the unions and management. Awful morale, and low trust. A managerial unwillingness to hire enough office people to actually support the manufacturing side. A complete and utter lack of training. The only reason this zombie of a company continues to persist is because 1) the Navy hasn't found a better shipyard *yet*, and 2) our senators understand the vital importance the shipyard has to the state economy and will funnel money our way any opportunity they get.
