Projects are not managed to scope, time, cost, or quality. Delivery dates are routinely extended, sometimes indefinitely, and the final delivered product is usually reduced in scope. Management has no qualms with standing up in a status meeting and ensuring both participants and customers alike that they are indeed following the highest ISO quality standards even with the full knowledge that generally, fully developed and written requirements do not actually exist. Career development, training, and promotions generally held for good-ole-boys and a select few that are willing to tow the company line.
