They don't reward those that accomplish tasks and innovate. Keep your head down and get your annual merit increase. Implement changes and work hard and you will come up against a wall of discouragement and then get the same increase as the do nothings. Also pay starts off pretty low and can only be noticeably increased by switching jobs every few years.
