The corporate philosophy regarding compensation is not applied consistently across the company or consistent with the intent of the philosophy. Your merit increases are never guaranteed even with good performance unless you can prove your value in the job market. Your best way to get an increase is to go out and get another job offer. Not a lot of opportunity to transfer to other groups.
