Well defined mission and good leadership. I'm a temp employee, and my hours are flexible. I've overheard some complaints from shift workers who are non-officers concerning the shift hours, but I've also heard positives. It seems to be more of a personal preference issue. I've been given a lot of freedom to perform my assigned duties in a manner I see fit. No micromanagement and no looking over my shoulder. The only thing that matters is the end product and I prefer this method of management.
