Pros
Good relationships among co-workers at the local level. Calling another office usually results in finding somebody willing to help you, as they share your pain. Customers easy to deal with, since they see you as the People with The Answers. Local mgt somewhat flexible with PTO.
Cons
Health Net Federal Services is not the worst place to work, but neither is it the best. Immediate supervisors listen to you, but (mine anyway) are more worried about not rocking the boat than whether directives from above make any sense. Too much "The bosses said it, so that's it." Once you hit District and higher, all they do is play politics. I work in the North, and our Regional VP basically spent months in Dubai trying to get some contract with their govt, which we also lost. Sr Mgt also jump on any idea they think might boost The Numbers, i.e., make them look good to DOD, whether it's sensible or not.
