Pros
Talented operational people made working directly for the business engaging.
Cons
The central teams were disconnected from the business, self serving quite often and not supporting the operational teams. This made it very hard to be in the middle trying to defend that behaviour often. Lots of internal self promotion meant that unless you didnt bow down to the right people progression was hindered. Quite often internal promotions were made to people who had little experience and not positive outcomes were felt because of those promotions.
