They have so much turnover that a desperate person might want to take a temporary job there, since they are constantly hiring.

Cons

Some classrooms have no textbooks. Others have outdated books. New employees have no protection if their boss targets them. Since turnover is so high, much of the admin is inexperienced and some treat employees poorly, but employees have no recourse when this happens. The district places no value on keeping a stable staff and throws teachers away rather than maintain open dialogue.
