Pros
Potential for being a company that would be wonderful to work for ... if only they practiced what they preach. But, they don't.
Cons
The company management is deceptive at best, it's very hard to say that they are worthy of the pats on the back that they give themselves. What started out as a great place to work for, ended up as a path strewn by rotten meat and along they way it began to stink more and more. Management was lazy and deceptive. Rarely do they answer questions or provide guidance, and professional development is (although stated as being an important perk when the job is initially offered) is reserved for their own padded pockets. The average Joe (and Jane) is useless to them and they are treated below par. I have worked in far lesser professionally-inflated environents than ICF, have have found the managers to be far greater than these folks. While it may be attractive initially to take on a job at ICF, I would continue to keep an eye out for something better (and an eye on your ICF manager to make sure they are not stabbing in the back).
