Bad admin who don't believe their own teachers over students. Parents over ride any forms of discipline if they scream loud enough. Admin are not processing referrals and instead tearing them up so kids are starting to realize they can get away with A LOT. Substitutes don't show up forcing teachers to have to give up conference periods with no choice.
