Pros

Stable, except for when there are budget debates in Congress.

Cons

Archaic. The mean age of the library employee is somewhere around 58 years old. Poor management and leadership. Lots of retirement in place. Some people work really hard where others are hardly working. The organization needs to be overhauled but no one wants to go through the effort. Salaries are arbitrary and rest largely with your manager and not your actual work load.
