Pros
For a local government entity, strives to provide citizens with higher than average level of customer service. Strong benefit structure, average payscale for state of New Mexico; low when compared nationally.
Cons
Childish, parochial, clubby management styles prevail. Classic small town stuff. It's not what works, or `awhat's most efficient that matters here. It's who you know, and how good does it make you or someone look, and does it reduce liability exposure. Sort of the opposite of a meritocracy.
