The place was full of politics. There was no plan even for 1 week, urgent tasks would appear at random time and the rest of the time there was nothing to do. Management has no idea of what they want, would change the development direction completely every 2 months. Existing technical solutions are bad but the management pushes to make them even worse. The management is not technically qualified however they would push their technical ideas even if the engineers protest. HQ office is the one making all the decisions and if you are not there you don't even understand whats's going on. There was "no work from home" policy meaning you can only stay at home if you are sick or something similar happened (though this restriction was lifted during the covid epidemics). Tallinn management secretly keeps track of when people come and go and what they do at the workplace.
