There aren't any. You can follow any of your career ambitions at an institution that will compensate you relative to your merit. MGH believes that they can pay uncompetitive salaries because their name brand has cache. The average salary increase each year is from 1-3%. Inflation is 1.7% If you want talented people, you need to compensate them.
Cons
Giving millions of dollars to PI's with no finance, leadership or managerial training is a recipe for disaster. Total exploitation of human resources and scientific effort to develop their own careers, with no formal mentorship program to develop young scientists at all.
