Unqualified managers hire those that are a good fit for them and not for the institution. Key positions reserved for favorites. Managers hire supervisors they can manipulate and are never held accountable. Scientists are brought from abroad and then they hire scientists and their families too. A diversity department that you never hear from and the same with organizational development.
