Management is comprised of golf buddies and not people who can lead or make decisions. You've got guys upstairs ok with runaway costs because doing something about it requires action and that is antithetical to their ethos. We have people leading this show that cant handle simple arithmetic and 100 is a foreign concept. Management can and has embezzled money from the company, got fired, then rehired because they are a friend of someone else. They are then sent to another business unit to "help". There is zero accountability for management and they are, as HR put it, untouchable. It creates an environment where no matter how bad your manager or boss is you are the one left holding the bag. Unless you are German or you are a friend of management there isn't opportunity to go anywhere. This isn't the kind of place where performance benefits you. You are more likely to get promoted because you are bad at your job.
