I can't speak for all departments but when clinic after clinic and department after department decide that a Union is the only way to receive what Multicare says it provides shows self, others and the community something different. In my experience (through watching it happen to others), open door policy means- "the door is open, I will hear you talk and then dismiss all you said..." With department directors on top of department managers on top of department leads on top of department supervisors who then all manage (instead of lead) the "workers" there is a continuing difficulty with accountability and an increasingly consistent scapegoating. Amazing professionals are parented...not lead by example and integrity. Again, this may only be exclusive within the psychology/community behavior programs. The turn over is atrociously high, in almost ALL departments with in behavioral health, especially adult services.
