      Leadership (Flag and SES), in general, are failing badly at a core level. The suckiness started from the top SES and the poo just trickled down. Top SES is smart but is definitely not the right person for that job. Culture… what culture Morale is low Noncommittal management Pay bands system lacking - I suspect most of the funds go to upper management
