Obviously this is dependent on each school and principal - but overall there was a lack of funding for basic needs (no printers in classrooms, low copy limits, etc). All of these factors made it harder to accomplish the primary goal of educating students. At the elementary level, there is very little planning time. Although there is a supplement for working in New Hanover County, the pay rate is still low to afford a decent place if you are single.
