The leadership genuinely wants this to be a great place to work. There are many opportunities in place to improve the environment and bring common standards. You are able to impress by bringing well known best practices.
Cons
Many state workers do the minimum to get by because they know the politics between departments and red tape make additional efforts less meaningful. The campus is so disjointed between departments due to a need for individual control rather than overall governance that many efforts are duplicated between departments with differing results and high expenditures. Not a place where innovation is likely to occur.
