Seniority does not matter at all when applying for a different position in your unit or another unit. Neither does it matter with a change in hours worked within your same unit . It all hinges upon the letters behind your name and the luck of the draw in how you are scored with your peers during the mandatory interview process with ANY change in position or FTE.
