Leadership often felt disconnected from the realities of the field. Expectations continued to increase despite operational challenges, staffing constraints, and changing priorities. Goals were frequently adjusted, making it difficult to build long-term strategies and maintain momentum. Communication between leadership and the field could be inconsistent, and there was a stronger emphasis on short-term metrics than on supporting sustainable growth.
