budgets are tight IT management has no confidence in team makes spur of the moment decisions. IT management of the environment is fragmented with no cohesive strategy. Staff is afraid to tell CIO the truth about his environment because he discourages honest discussions about the state of his environment. Lastly the IT environment is way too big for their budget and size of the company.
