Consultants/project managers not always super knowledgeable about how "the work" (graphic design, UI/UX, digital marketing, etc) is done, causing bottlenecks in execution; hours-tracking is required, which is incompatible with self-starter attitude that is encouraged; processes as a whole could be streamlined/automated (an issue throughout my tenure); the draw is the "mission"-based clients, but non-government clients don't move the needle or are antithetical to that mantra.
