PAY YOUR PEOPLE. Offer better health benefits. Push Account Managers to be more than glorified babysitters. CEO needs to step away from the company as he is the biggest liability. Constantly makes inappropriate comments to his staff, spreads gossip around the office. They will make you sign a non-compete that won't allow you to work for any of the bigger names in the area - and he will fight you tooth and nail if you do gain employment elsewhere as a Recruiter.
