Good pay, benefits, and working conditions.

Pay is based on a set scale and not on how well the job is done.

With general knowledge or even a high school diploma (maybe even before with permit) it's a great place to work and most people are easy to get along with.

The process of hiring or getting a new/better job can be what I would consider selective. People would be able to bump out the "best" candidate for someone of their own choosing.
