This is NOT the place to work if you want to be a leader or want to follow strong leaders. Freezing people out is a very popular tactic here, especially if a competent employee is reliant on receiving information from an incompetent manager. Do NOT expect professional advancement here. Salary is NOT competitive enough to keep top talent. HR is NOT there for employees. Avoid HR at all cost. Do not contact them for anything other than to resign.
