Contract positions for the government: Healthcare contractors get less PTOs than IT contractors HQ employees get better benefits than field workers (contracgted out workers) The program manager was not quite strong toward the feds counterparts and let the exodus of contractors happen continually. So the actual workplace always has many new employees.
