Ready to spend money on resources. Company promotes innovation and is eager to get IP. So, that makes them faster to act on these front.
Cons
Lack of transparency Employees are in dark about everything including how appraisal has been done, what work is in the pipeline, or any such thing. Poor management leaves almost no flexibility for developers to think and act at their own. Long working hour.
