Leadership at this company is poor, and there’s a real disconnect between what’s said and what’s done. Instead of raises, you get unfulfilled promises and a lot of talk about “opportunity”which in practice means more work without more pay for the services you provide.
If you have an opinion, it’s best to keep it to yourself. The main way to get ahead is to stay on your supervisor’s good side rather than to perform well. Many of the people making decisions have little understanding of the technical, hands-on side of the work. That said, a lot depends on which division you’re in, some are worse than others.
