Some really great people work here.
Cons
The good managers have their hands tied. They can't give the review status, raise, and bonus they think the people deserve. Quite a few departments are told to give the majority if not all of their people average (3's) on their reviews. This holds back transfers, raise amounts and bonus amounts. The sad part is that every division has a different set of rules.
