The values of the Company now often depend upon the values in your direct line of leadership - not always good * Emphasis on "presentation", making things look good, rewarding those who do this well, often at the expense of good management performance and actual results. * HR leadership seem to help the Functional leadership to execute less-than-ethical behaviors and reinforce ineffective / improper performance feedback management (ie. allowing managers to document strong positive / negative feedback with no supporting behavior examples)
